So my vision would be for unlocked users to upload system backups of non safestrap roms & let SS users restore them.
Do-able?
Will SafeStrap "accept" a TWRP system only backup of non-SS roms?

Nope... Your unlocked backup will still need a Kernel which you cannot load on a locked bootloader.
