I am travelling next week to the Philippines for Business. I have a xt912 Razr. Im not planning on using my phone much so could i just roam on a gsm network there and use my verizon plan or would it be a better idea to buy a sim here. I have heard gsm sims will only work once overseas?

I think you can do one of two things. You can check to see if VZW services the Philippines. If it does, then you can have them enable Global service on your phone (I also heard rumor that this was not necessary, but it cant hurt to call).
The other choice is wait till you get to the Philippines and buy the GSM SIM from a local carrier and swap out your US SIM for the foreign one. This will definitely be a cheaper route.

^^ This ^^ - Be sure to call VZW if you want to use their services, it isn't always automatic. Unless you need connection to your US # I would buy a sim there. International service from VZW can be very expensive- especially if you are going to use data. I travel to a country in Africa yearly and I decided to try VZW while there and in travel through Europe - I won't be doing that again. The best way is to get a sim there then have your US # forwarded to your new temporary # .

When I went to Asia a year or two ago, the data was $20 per MB. Can you say OUCH!

It was $25 Mb in Sierra Leone. I ended up buying a phone there and sending my pictures.

Related question - do I need to have my Verizon Razr (XT912) phone unlocked by Verizon first? or just, after I reach the foreign country, buy a local sim card for their GSM service and pop it in my xt912?

Just buy the sim card and you should be good. The locked thing is only a problem if you try to use it on a GSM network here in the US. GSM networks in other countries are fine.
