Tried CM 10.2 nightly and could not get my HD Station, nor Vehicle Dock to be recognized, so I went back to stock ROM. I guess these services were not included in CM.
Are there any ROMs available that allow for docking?

Most of the blur based roms through my experience car dock is recognized not sure about HD dock

Unfortunately, the JB 4.2+ builds don't have dock functionality (kernel issues). Only reason why I don't flash them, I use my docks daily...

You can use any 4.1 stock based ROM. Your docks will work.
HDMI and HD video recording are not supported by non-stock based ROMs.
