Ok guys, so here's my problem. When i try to start up my phone it will act normal until the point when it shows the droid internal thingy. then when i go into AP fast boot it says my device is locked, as it shows in the picture. Now here's the story, I rooted my phone with Motochopper 1.3 with success. then a couple days after that I tried installing the eclipse 4.2.1 custom ROM for the droid razr m (this is my device). after all that I can't start up my phone. Any help?
Droid boot is locked!

By Droid internal thingy i meant that screen when you start up the droid razr m after it says "Droid" then that screen in between the Motorola logo and the UI of the phone. and I did use safestrap. I know a bit about android things, but I didn't know if the fastboot pic was of any significance. Bottom line i'm trying to get at is that i can't get my phone to load past that screen mentioned earlier in this comment. And it is KILLING me because i thought i did all the process right.

I'm not positive but I think that version of eclipse is CM10 based. Not sure it will work on your bootloader locked phone. You may need a stock based rom. This would be causing the boot loop you are seeing since it cannot load the kernel.

Memnoch is correct. For the M, most current Roms are based on the unlocked bootloader. There are only a select few stock based that will work. RageRom is one that I know does.
If you are unable to get back into safestrap, your easiest fix is to FXZ back to stock and start again.

"Device is Locked Status Code 0"
Your choices of installing a custom rom are very limited, I doubt the one you chose will work on a device unless the bootloader is unlocked and a true install of a custom recovery has been accomplished. Sounds like the previous two posters have given you one of your few choices.
good luck

That's another thing, I did forget to unlock the bootloader, but I got my phone back to the stock rom(I'm good there). So I'll probably be looking into the flying jelly rom. Do you guys have any good links?
