Im sure this has been asked and discussed before but here goes anyhow. I have a xt907 on Version 98.30.1. OS4.1.2 Build date of Sept.26,2013. I have the device rooted with working SU. My bootloader of course is locked. But are there any ROMs I can flash without using Safestrap for Recovery??

No. Being locked, safestrap would be required and your choices limited. Without vision recovery there is no way to flash a ROM .
