hi. i have a stock locked rooted droid razr m about a couple months ago and since i have a limited data plan i was wondering if i could get wifi tether on my phone where i dont have to get charged from verizon

Most of the custom ROM have the WiFi tether hack built in....gif)
But (you provably already realize this) if you tether, it can drastically impact your data usage and Verizon will charge you extra anyway if you go over your "allotted" data plan anyway .....

I think the op misunderstands what tether does. When you use your phone to tether its alowing other devices to use your phone as a hot spot and use your data. Your best option is to use WiFi when available.
