I decided to make a Smart Actions reinstaller that will ONLY work on Blur ROMs, not AOKP, not Cm.
Yes, this will give you the mobile data and GPS actions.

Nothing special, for install just flash it in SS.

No it would not, doesn't have the Blur dependencies that the Smart Actions dependencies rely on.
