I just don't seem to measure up when I compare my Bionic to other's Q numbers.

Is it because my CPU is only 1.0 MHZ and not 1.2? I am running .247 and am rooted.

Do I need to do something to improve this?

Does speed matter?

those scores seem right for a bionic on 247 at 1.0ghz. my boss has a bionic at 1.0 and he scores around 2400 to 2500. i would make sure you dont have much running. also run quadrant at least 3 time and take the average
