Lock down phone how and is it even possible?

Is it possible to lock down my Razr Maxx? Let me give you an example
So right now I have screen lock with 16 digit PIN. I also set encryption to device+password to 16 digits. Is this enough to render the data on my phone useless without the password to decrypt my phone?
Let's say someone steal my phone. I do not care about the phone, only the data. Can this thief someone jack in and by pass the screen lock and the encryption to read the data on my phone?

I believe you have to specify encrypting the SD Card. Some phones have the option to do the SD Card, some don't. If you don't have an application installed that also has device administrator rights (and/or root), there isn't anything else you can do. Personally, I have cerberus which allows me to wipe the SD Card, change the pin, etc.I'm not sure what all data the encryption covers, but I would think the encrypted data should be fine. Even if he could glitch/hack past the lockscreen the data will remain inaccessible without the key which would be needed to decrypt it. I would assume it only encrypts data on internal storage, not your SD card as that is considered removable storage.
To be honest, with a 16-digit key, you should be fine. The person is more likely to wipe the phone and use it themselves (you should report the phone stolen so that the person that stole it can't use it/ the device goes on a blacklist - as the owner, you can remove it from this list later, if you get it back somehow).
The SD card presents the bigger issue if not encrypted since it isn't wiped during a data wipe/ factory restore - the person can access its contents on the phone itself if they were to enter recovery and clear data.
Edit: Also put your SIM on the list - the person can use your phone number, data plans, etc. through the SIM (unless you put a key on that as well).
