CPU stuck at max speed

The CPU on my Razr Maxx seems to be stuck at the maximum speed of 1.2 GHz. It is not scaling for some reason. The usage varies between between 87% and 100%. I looked and there was no app causing the problem. I tried changing the governor, but that didn't help. I can manually change the speed of it though. This has never happened to me before and it is really draining my battery. Does anyone have any idea on how to fix this?

Have you tried a reboot. Possibly wipe cache and dalvik.

Hmm well that sucks. What are you using to check to see if any apps are eating up the CPU? What ROM you running? Worse case scenario is a factory data reset but we will see if we can find the root of the cause first.

I am using System Tuner and I am on CyanCore.

Try system panel from the play store. Hit menu then monitor and check the apps and see if anyone of them is spiking the cpu. The grey bar to the left of the app is the cpu usage in real time. Under settings you may want to check the box that lets you view system processes also.
