My overall goal it to edit the framework-res.apk (4.1.1) on my RAZR M, so I can turn off the navigation bar. From my research, in order to do that, I need to replace manifest resources.arsc and res from the ICS apk with the one from jb apk (in order to be able decompile and recompile). So I have a copy of the fastboot files for 4.0.4 and every time I try to to unpack the system.img I get this:

your error message seems to suggest that cygwin isn't installed. i've never really messed with cygwin as it is just much easier to run an ubuntu virtualbox.
in any event, up until recently, it has been a mystery how to extract the moto ext4 images. just recently though, aslomagic from xda created a python script that works great:

Awesome! Thanks. I have since found a version of apk tools that will decompile and recompile JB framework-res.apk without error. But I would still love to figure this out.

Oh yeah, for decompiling apks, you want apktool 1.5.2:

Your original question was regarding how to extract system.img, which was just solved recently in that thread I linked.
Glad you figured it out :)
