should be in framework-res.apk
and spinner_black_48 (20,76)
or spinner_white_48 (20,76)
What do you use to edit the png's ?

You must save as a .png also you must switch image type to RGB instead of indexed.
To get a transparent background I have found the easiest way for me is to:
1. Open image then select all and cut
2. Ctrl + L will open up layers window
3. Right click on background layer and choose delete layer
4. In the main workspace paste the image stored in the clipboard.
Hope this helps.
These instructions are for Gimp
