I flashed the unstuck utility and now when my razr reboots I get a blank screen. I have to hold down the volume(+ -) and power buttons to turn my razr off. I must be getting close to getting my razr functioning again. What am I doing wrong?

Sounds like you unzipped matts utility incorrectly. Do you have the files folder in the same folder as the utility?

Delete the whole folder and re-extract -- if the motofastboot exe isn't in the files sub-folder inside the extracted folder, you need to figure out where it went. First thing that comes to mind is your Anti-virus doesn't like it. Regardless if the file isn't in the files directory its not gonna worky.
