According to hashcode the the latest CM 10.2 roms are safestrap compatible

Love the rom all i have notice is that the wifi times out and turnes grey have to turn on and off to make work

Might want to try flashing another set of Gapps,

Edit: I'm afraid to report this wasn't the problem. I just flashed the Slimbean apps and I was able to send one SMS, but then I got the "message could not be sent error" again. I am wondering if it has anything to do with Titanium Backup, since it seemed to only work before I restored apps.
Edit2: I finally fixed it. Thanks everyone for your help.
Wait, did you guys things I wasn't going to tell? heheh
If you enable Voice+ SMS sending, it will give you this error. Disable it and SMS will work fine. THANK THE HEAVENS!!!!

Latest nightly does not display bluetooth quick settings toggle.

Only bug I've noticed is no media sound coming through the speaker. It works on bluetooth and through headphones though. Kinda weird.
Calls and notifications sounds work as well as alarms.
Edit: This was on 8/28, gonna try 8/30 now and see if that fixed it.
Edit2: Had it again on 8/30 but then it spontaneously resolved itself. All is good.

It seems like on every ROM I use the sensors never wake the phone up when I go to hang it up. I know its a common problem.
