Yes USB debugging is enabled. And booting into twrp like running option 3 again? That's where it got stuck last time with the exclamation point. After I ran option 3

I would run the utility again. First run root. Then reboot and check if you have root.

So just run option 5, complete it, then unplug and check for root access?

What is your system version? I am starting to think rik may have been correct. You maybe using the wrong exploit.

It's only a root exploit, but you might have to clear cache/dalvik and possibly FDR to get it to work.  When I initially rooted, I had to FDR to get it to work.

if you read that thread it gives you a link to download the proper one for XT907. but also explains that your ability to unlock is gone.

Im alright with that honestly. The BL isn't necessarily a must have. and since the utility unlocking the BL isn't working. I might as well at least have root access.

I attempted the first root over. it failed and gave reason "already installed". anyone have this happen to them before?

no. Have you ran root checker? Is super su installed in app drawer? If not try installing from play store.

Ran root checker. Told me I wasn't rooted. Supersu is on my phone. Upon opening it its told me to update the superuser binary using either recovery install or install

Try using install. I don't think you have a custom recovery yet
