Can it be flashed over 2.11 if one is not on running a JB rom (e.g. I am on Arctic HD)?

no, you need to go to your non safe side and uninstall the previous version first.

Still having issues with gameloft saving the additional downloads to the sd card and not sdcard-ext card. Disabled for now until that can be fixed. I have over 12 titles from gameloft and some of them are like 4gb for additional downloads...
