Assumption: VZW can tell if you have rooted your phone or unlocked the bootloader. They then know that the warranty is void.

If this is true, then a bootloader unlocking tool can be made available with the warning that it WILL void your warranty and you will have to pay for any repairs. No exchanges would be allowed.

The safe thing for the user to do would be to wait a few weeks until the exchange period is passed and he/she is sure the phone is good. Then they can play with rooting and unlocking the bootloader, accepting the condition that there will be no exchange or free service if there are problems, whether they were caused by the user experimenting or whether the phone slipped out of a pocket into a toilet.
