I'm knew to this type of site and find it has a lot of info.

What I'm trying to decide is whether to root my phone or try to revert back to ice cream.

All I'm trying to do at this time is be able have my RAZR M be a WIFI hotspot, but with JB verizon blocks PDANET+/FOXFI.

any suggests would be appreciated. I'm a real novice at making the kinds of changes I need.

Rooting would be ideal as to keep the newest software plus we have work arounds here for the wifi hotspot issue.

If I'm reading everything correctly, I will need to root my phone before I can do the wireless hack. Is that correct?

^^^That is the thread I used to root JB. I used the SuperSU file because I prefer SuperSU and I already had the paid version downloaded on another device. I had to wipe cache and factory reset to get my first root to take hold. After restoring to stock with fastboot, I ran the root utility BEFORE completely setting up the phone and I only had to wipe cache for the root exploit to work

Yep root first then use the hack. Like rik said, if root doesn't work you may have to do a factory data reset.

Also, after reading a little, it seems that only need that hack if you are on a grandfathered unlimited data plan. I have metered data, so the hotspot is supposedly included. Is this correct TMY? You know a whole lot more than I do about this phone.

Yep you are correct. If you are on a tiered plan you don't need this hack. If you are lucky enough to still have unlimited data then this hack is needed.
