Hmmm. I removed the original file from the OP due to an error in a path call, but I reattached an updated version. I wonder if that's the problem with the permissions. I can download it fine, but I am the OP, so that isn't helping.
See if this one works.

does it matter what mode the phone is in prior to putting it into fastboot? Have no problem with RSD!!!
It shouldn't matter.
Have you tried opening a command prompt window and running it that way instead of just double-clicking the .bat file?
Protip: Shift+Right-Click on white space in the explorer window and select "open command window here".

Then you didn't follow directions. You didn't read all the posts. Recovery told you what was wrong. Your Preinstall. You had safestrap installed. Follow the same instructions I posted or use this utility to flash system/preinstall again. type the command: moto-fastboot flash preinstall preinstall.img and make sure you flashed the .210 boot.img through the unstuck tool. Then redo the flash in recovery....
I appreciate the advice. I had the same problem before, with Safestrap. I really regret installing it. The ONLY way I was able to get things running again last time was to use RSD Lite. I used the command in admin mode and it was successfut, made sure I had 210 boot, and followed all the directions otherwise, but I'm still getting that same error.

I agree with the people saying that there is still work to be done with this utility but the idea and the result if you succeed is fantastic.

Again:
After you uncompressed the modified file you get a new folder. Inside of this you have another folder called files and a .bat file.
What you do now is to copy the files from the FILES folder into the FILES folder in the Matt's utility folder.
You then copy the .bat file next to the existing .bat file in the Matt's folder and you run it.
It should work.
Corrected and this is what I get after any key to continue!!!

You need to put that at the root of the drive, not the desktop. I bet the ampersand and the spaces are screwing things up.Corrected and this is what I get after any key to continue!!!
