Delete that app.  The Motochopper tried to install root but it didn't work because you used the wrong version.  Find Motochopper 1.3.

Success! Device is rooted (this time I'm sure) lots of nervous moments but in the end everything worked out smoothly. Appreciate the help everyone. Honestly couldn't have done it without you all

The one you linked. Haha you were right from the beginning. Looks like you can root 9.16.3 with 9.18.78. Just like you said. For future reference!

Its alright. I'm just glad to have this sorted. I knew I shouldn't have installed that OTA a few weeks ago. If I hadn't done that I could've unlocked. I made the same mistake with iOS. Updated to 6.1 when there wasn't a jailbreak. And I think we all know that without a jailbreak, Iphones are the most boring devices on the planet ;)

So with the BL locked, how do I go about getting cyanogen into my device?

The only way is if there is a safe strap version. You would download safe strap and then boot into safe strap and create a ROM slot. Then install the ROM on that slot.

Looks like there's a safe strap version for my phone. Download it. Download cyanogen boot into safe strap install ROM? Is this all to be done from my phone or will I need to tether?

You don't need to tether. Its been awhile since I used safe strap. But what you wrote sounds right. Just remember to install CM in a ROM slot not the stock slot.
After you flash safe strap, when you reboot your phone you will get a splash screen for about 20 seconds or so, this is where you will select whether to boot into safe strap or not. You will see.

It's based off of TWRP, not CWM.  You pretty much hit the install methods on the head but you need to set up a slot, prior to flashing a ROM in the slot.
