on safe strap do i have to disable safe system everytime i wanna delete a rom off my sd card
No if on safe side there no reason ever to go to unsafe side to flash roms.

Wipe data cache dalvik cache format system then install rom

Un check the enable button
Cm9 roms do not have them built in that's why it is an extra flash on aokp it is an option built into rom

Flash the full throttle gapps is what I recommend
