Its definitely a System change...I've changed nothing... 4.3 ROM/Gapp is effecting All my Flashes...Has anyone downloaded the new GApps for 4.3? I have a feeling that the gapps that we have been using are part of the problem since they are for 4.2.

I actually searched the error code and the solution was essentially removing my primary google account, wiping data and cache for the play store, google services framework, and the download manager. Then I re-added the google account, rebooted, and now all is well.
I will probably end up doing a full wipe here soon anyway but glad my good ol' daily driver is up and running on 4.3 now!
I did this too except it wouldn't let me add my google account back 
. I ended up deleting/recreating a slot and that worked for me.
As mentioned from another user, I first just did the update to 10.2 from within the CM updater. After that I had no data at all, plus I had seen a message flash pretty quick about re-signing into my Google account - that's what made me think there might be an issue with that. Before doing so though I booted back into another ROM and I couldn't get data on it either which was strange (semeed like my cm 10.2 messed up my other ROM). So I booted back in 10.2 and removed my Google account in an attempt to at least get this ROM working. But it wouldn't re-add it for some reason, just sat there like nothing happened. So I ended up starting fresh - all has been good since then.

Most of us have...I'm using the full gapps for 4.3 from paranoid android.
The only issue I face is with focal and exchange sync. Apart from that, everything is just as smooth as I want it to be.
You guys should certainly use the updated gapps and ensure a full wipe prior to flashing esp when coming from a 4.2 ROM.

Awesome my Friend...Just Downloaded...
But before I did I did a Dusting & Clean with Slot 1 and Deleted All CM Updaters in my Files...Wiped...Force Closed the App and started over...
I guess it was a Corrupted Download...Even My Nano was In the Weeds...However after all this Its Awesome
Quite sure I found my Performance Issues after loading R-4.3...Haven't gone back to my other Daily Drives yet just watching how this performs...

Help! I accidentally installed this on my "Stock" slot and now I'm stuck on the ANDROID boot screen for the last ten minutes (seems too long). What options do I have? I was previously on a rooted stock ROM with Titanium Backup running every night, so I have backups. Can I make this work on the stock slot or do I have to SBF?

Had you made a backup of your stock with safestrap? .... if so, you can restore your stock safestrap backup....

Thank you. It's done... and rebooting now. I'll install Safestrap again and try CM on Slot 1 this time!

Can you post your stats. I'm not getting an impressive battery life. CM10.1 was way better for me.The battery life on 14 is amazing! Easily the best cm build yet!

Battery life is extremely awesome on the 8/14 build.
